HPLY COMMUNITY GUIDELINES

These Community Guidelines (“Guidelines”) describe the standards HPLY expects from people and organizations that use HPLY’s Services and community-facing features.

These Guidelines are intended to promote a safe, trustworthy, respectful, and useful environment while preserving room for legitimate discussion, criticism, advocacy, education, journalism, documentary content, satire, counterspeech, and other appropriate expression.

These Guidelines supplement the HPLY Terms of Service and HPLY Acceptable Use Policy. They do not replace them.

PART 1 — COMMUNITY STANDARDS

1. Scope

These Guidelines apply to content, conduct, communications, Organization Profiles, reviews, comments, messages, reports, appeals, and other community-facing activity through HPLY features where those features are made available.

The Guidelines apply to Users, account holders, Donors, purchasers, Nonprofit Organization representatives, and other persons or entities using applicable portions of the Services.

Examples in these Guidelines are illustrative rather than exhaustive. HPLY may take action against conduct materially inconsistent with the purpose of these Guidelines, the HPLY Terms of Service, the HPLY Acceptable Use Policy, or another applicable HPLY agreement even if the conduct is not specifically identified in these Guidelines.

2. Relationship to Other HPLY Agreements

These Guidelines form part of HPLY’s broader legal and policy framework.

The HPLY Terms of Service generally govern use of the Services. The HPLY Acceptable Use Policy establishes generally applicable restrictions on prohibited uses of the Services. These Guidelines provide additional community expectations, examples, and moderation standards.

Other HPLY agreements and policies may apply to particular activities, including the HPLY Privacy Policy, HPLY California Privacy Notice, HPLY Cookie Policy, HPLY Donation & Refund Policy, HPLY DMCA & Copyright Policy, HPLY Merchandise Terms and Return Policy, HPLY Mobile Application Terms, and HPLY Nonprofit Organization Participation Agreement.

If these Guidelines conflict with a more specific HPLY agreement or policy concerning the same subject, the more specific agreement or policy controls with respect to that subject. The HPLY Nonprofit Organization Participation Agreement governs Organization-specific participation obligations, restrictions, suspension, deactivation, and termination.

3. Community Expectations

HPLY expects Users to interact honestly, lawfully, respectfully, and in good faith.

Users should consider context, audience, privacy, safety, and the potential impact of their conduct on other Users, Nonprofit Organizations, HPLY, and third parties.

HPLY recognizes that disagreement, criticism, advocacy, satire, counterspeech, and discussion of difficult or controversial subjects may be legitimate community activity. Content is not prohibited merely because another person finds it offensive, disagrees with it, or disputes it.

4. Authenticity and Honest Participation

Users must not materially misrepresent their identity, authority, affiliation, intentions, or relationship with another person or organization in a manner that is fraudulent, deceptive, unlawful, or materially misleading.

Users must not impersonate another person or entity in violation of the HPLY Acceptable Use Policy or applicable law.

Parody, satire, commentary, fan activity, and similar expression may be permitted when the context does not materially deceive Users regarding identity, affiliation, sponsorship, or authorization.

5. Fraud, Deception, and Manipulation

HPLY does not permit use of community features to facilitate fraud, scams, materially deceptive conduct, coordinated manipulation, fabricated transactions, fraudulent fundraising, or other unlawful schemes.

Users must not manipulate engagement, reviews, reports, ratings, account activity, Donation activity, or other platform signals through deceptive means.

HPLY may consider the context, purpose, likelihood of deception, actual or potential harm, and other relevant circumstances when evaluating potentially deceptive activity.

6. False, Misleading, Manipulated, or Disputed Content

Users must not knowingly use HPLY to distribute materially false or deceptive content where the content is likely to facilitate fraud, impersonation, unlawful conduct, material consumer deception, or other significant harm.

Edited, synthetic, altered, or AI-generated media is not prohibited merely because it has been edited, generated, or altered. HPLY may act where such content is used deceptively, violates another HPLY policy, misrepresents a material fact in circumstances likely to cause harm, impersonates another person, or otherwise violates applicable law or HPLY agreements.

The fact that a person or organization disputes, challenges, or disagrees with content does not by itself establish that the content is false or violate these Guidelines.

HPLY does not undertake to adjudicate every factual dispute between Users, Nonprofit Organizations, or third parties. HPLY may consider available context, documentation, apparent reliability, potential harm, applicable law, and other relevant circumstances when determining an administrative response.

7. Nonprofit Profiles and Organization Content

Nonprofit Organization Profile content must accurately describe the organization, its mission, programs, location, public contact information, Donation-related information displayed through the Services, and other displayed details.

Nonprofit Organizations must not knowingly provide materially false, deceptive, outdated, or misleading information through an Organization Profile.

Organization-specific eligibility, participation, profile administration, verification, Donation-related obligations, suspension, deactivation, and termination are governed by the HPLY Nonprofit Organization Participation Agreement.

HPLY may display administrative notices concerning an Organization Profile or HPLY’s review of information associated with a Nonprofit Organization. Such notices may accurately describe HPLY’s administrative status, actions, or review and will not characterize a disputed allegation as an established fact unless HPLY has a reasonable basis to do so.

8. Harassment, Threats, and Abuse

Users must not use HPLY to engage in unlawful harassment, credible threats, targeted abuse, stalking, intimidation, or other conduct prohibited by the HPLY Acceptable Use Policy.

HPLY may consider context, repetition, targeting, severity, power imbalances, vulnerability, public-interest value, and the likelihood of harm when evaluating reported conduct.

Good-faith criticism, advocacy, disagreement, reporting, commentary, and counterspeech are not prohibited merely because they are unwelcome, unfavorable, or strongly expressed.

9. Privacy and Personal Information

Users must respect the privacy and personal information of others.

Users must not improperly disclose, solicit, exploit, threaten to disclose, or misuse another person’s sensitive or private information in violation of applicable law or HPLY policies.

Legitimate public-interest reporting, journalism, documentary activity, advocacy, or discussion of information lawfully available to the public may be treated differently based on context, necessity, proportionality, and applicable law.

Privacy practices concerning information HPLY collects or Processes are governed by the HPLY Privacy Policy and other applicable HPLY privacy notices.

10. Reviews and Community Feedback

Reviews, ratings, testimonials, comments, and other community feedback must reflect genuine experiences, opinions, or perspectives.

Users must not submit fabricated reviews, manipulate reviews through coordinated or deceptive activity, impersonate reviewers, use reviews to facilitate fraud, or offer or accept incentives conditioned expressly or implicitly on expressing a particular positive or negative sentiment.

Any material connection or incentive associated with a review must be disclosed where required by law.

HPLY may moderate reviews that involve fraud, manipulation, deception, harassment, unlawful content, conflicts of interest, policy violations, or other legitimate moderation concerns.

HPLY will not remove or suppress a review merely because it expresses a legitimate negative opinion.

HPLY is not required to independently verify every factual assertion in a review, and inability to independently verify a review does not by itself establish a violation.

11. Hate, Discrimination, and Dehumanizing Conduct

Users must not use HPLY to engage in unlawful discrimination or prohibited hateful or dehumanizing conduct.

HPLY may distinguish between attacks on protected persons or groups and legitimate discussion of politics, religion, public policy, history, social issues, institutions, ideologies, or controversial events.

Educational, documentary, journalistic, counterspeech, historical, advocacy, or public-interest context may be considered when evaluating content that references hateful language or discriminatory conduct.

12. Violence and Dangerous Conduct

Users must not use HPLY to make credible threats of violence, coordinate unlawful violence, encourage imminent physical harm, or facilitate dangerous unlawful conduct.

Discussion, reporting, documentation, education, advocacy, counterspeech, or historical treatment of violence is not necessarily prohibited.

HPLY may consider the nature of the threat, intent, capability, imminence, context, target, likelihood of harm, and applicable law.

13. Self-Harm and Dangerous Challenges

HPLY may restrict content that materially encourages, instructs, glorifies, or facilitates self-harm, suicide, or dangerous behavior where restriction is reasonably appropriate to protect Users or comply with law.

Supportive discussion, recovery content, educational material, journalism, documentary content, prevention resources, and good-faith discussion of personal experiences may be permitted.

Where appropriate, HPLY may provide safety information or direct Users toward emergency or support resources.

14. Sexual Content and Exploitation

HPLY may prohibit pornography, sexually exploitative content, non-consensual intimate imagery, sexual extortion, sexual solicitation that violates applicable law or HPLY policies, and content facilitating sexual exploitation.

Educational, medical, documentary, artistic, humanitarian, or public-interest material involving sexual subjects may be treated differently where the context and presentation do not create an independent violation.

Nothing in these Guidelines permits child sexual exploitation or abuse material.

15. Child Safety

HPLY prohibits child sexual exploitation, grooming, trafficking, sexualization of minors, child sexual abuse material, and other unlawful or exploitative conduct involving minors.

HPLY may remove or restrict content, preserve relevant information, restrict accounts, or take other protective action where reasonably appropriate.

HPLY will preserve information and make reports to the National Center for Missing & Exploited Children, law enforcement, or other appropriate authorities where required by applicable law.

HPLY may also take lawful protective measures in circumstances involving credible risks to a child even where a particular reporting obligation does not apply.

16. Illegal or Regulated Activity

Users must not use community features to facilitate unlawful activity or regulated conduct in violation of applicable law or the HPLY Acceptable Use Policy.

Discussion, advocacy, journalism, education, harm-reduction content, historical discussion, and other public-interest treatment of regulated or unlawful activity may be permitted depending on context.

17. Intellectual Property

Users must respect copyrights, trademarks, publicity rights, and other intellectual-property rights.

Copyright notices and counter-notifications submitted under the Digital Millennium Copyright Act are governed by the HPLY DMCA & Copyright Policy.

A Community Guidelines report or appeal does not replace, extend, or modify a statutory DMCA notice or counter-notification process.

HPLY may independently restrict content that violates these Guidelines, the HPLY Terms of Service, the HPLY Acceptable Use Policy, or another applicable policy even when a statutory copyright process does not require removal.

18. Manipulated, Synthetic, and AI-Generated Content

HPLY does not prohibit content merely because artificial intelligence, automation, editing software, filters, or other technological tools were used to create or modify it.

Users must not use synthetic, manipulated, or AI-generated content to materially deceive others, impersonate another person, facilitate fraud, falsely represent material events or evidence in a harmful context, or otherwise violate applicable law or HPLY policies.

Disclosure of AI use may be required where necessary to avoid material deception or where required by applicable law.

A disagreement over whether content is authentic, accurate, edited, or AI-generated does not by itself establish a violation.

HPLY may consider provenance information, context, available evidence, apparent purpose, likelihood of deception, potential harm, and other relevant factors.

19. Public-Interest and Contextual Exceptions

HPLY may consider public-interest value and context when evaluating content that might otherwise raise concerns under these Guidelines.

Relevant contexts may include journalism, documentary content, education, research, satire, parody, advocacy, counterspeech, historical documentation, political discussion, humanitarian activity, public safety, criticism, and reporting on misconduct.

A contextual or public-interest consideration does not guarantee that content will remain available. HPLY may restrict content where the risk of harm, legal obligation, privacy interest, security concern, or other legitimate consideration outweighs the contextual value.

20. Copyright and Other Legal Complaints

Legal complaints may be subject to procedures separate from ordinary Community Guidelines reporting.

Copyright matters subject to the DMCA are governed by the HPLY DMCA & Copyright Policy.

Privacy, court orders, subpoenas, law-enforcement requests, trademark complaints, and other legal matters may be handled under applicable law and HPLY’s relevant policies or procedures.

A decision under one process does not necessarily determine the outcome under another process.

21. Good-Faith Reporting and Anti-Retaliation

Users may report suspected violations in good faith.

Users must not knowingly submit fraudulent, fabricated, malicious, or materially misleading reports or misuse reporting systems to harass, intimidate, retaliate against, or silence another person.

HPLY may take action against abuse of reporting or appeals mechanisms.

HPLY does not prohibit good-faith complaints, criticism, regulatory reports, law-enforcement reports, whistleblowing, or other legally protected activity.

22. Enforcement Overview

HPLY may review, label, restrict, remove, preserve, or restore content and may warn, limit, suspend, or terminate User accounts. Actions concerning a participating Nonprofit Organization or its participation in HPLY are governed by the HPLY Nonprofit Organization Participation Agreement.

Enforcement decisions may take into account severity, context, intent, history, actual or potential harm, legal requirements, risk to Users, platform integrity, public-interest considerations, and other relevant circumstances.

HPLY is not required to apply identical remedies to conduct that presents different contexts, risks, histories, or potential harms.

Organization-specific participation, restriction, suspension, deactivation, and termination remain governed by the HPLY Nonprofit Organization Participation Agreement.

PART 2 — PRACTICAL COMMUNITY EXPECTATIONS

1. Purpose of This Part

The HPLY Acceptable Use Policy establishes generally applicable legal and platform-use restrictions. This Part provides practical expectations for participation in HPLY’s community-facing features.

The examples below are intended to help Users understand how HPLY approaches community conduct and are not an exhaustive list of prohibited or permitted activity.

2. Participate Honestly

Use HPLY in a manner that accurately represents who you are, what you are communicating, and, where relevant, the authority under which you act.

Do not create deceptive impressions about identity, affiliation, charitable purpose, transactions, reviews, endorsements, or relationships with HPLY or a Nonprofit Organization.

3. Nonprofit Transparency

Nonprofit Organizations must accurately describe their mission, programs, leadership, financial stewardship, and intended use of Donations.

Material changes affecting an Organization Profile must be submitted through the applicable HPLY profile-update process as required by the HPLY Nonprofit Organization Participation Agreement.

HPLY may request information reasonably necessary to administer participation or evaluate information displayed through the Services as provided in the Nonprofit Organization Participation Agreement.

4. Respect Other Community Members

Disagreement is permitted. Harassment, threats, stalking, intimidation, and targeted abuse are not.

Users may criticize organizations, HPLY, public figures, institutions, policies, causes, or other Users, provided the conduct does not independently violate applicable law or HPLY policies.

HPLY may consider context and the difference between legitimate criticism and targeted abusive conduct.

5. Protect Privacy

Do not post or misuse sensitive personal information merely to embarrass, threaten, exploit, or endanger another person.

Consider whether personal information is necessary to the legitimate purpose of a post, review, report, or discussion.

Public-interest, journalistic, documentary, educational, or advocacy contexts may affect HPLY’s evaluation.

6. Use Reviews Responsibly

Submit reviews based on genuine experiences or opinions.

Do not fabricate experiences, coordinate deceptive reviews, manipulate review systems, or use reviews as a vehicle for harassment, fraud, extortion, or retaliation.

A negative review does not violate these Guidelines merely because the subject disputes it or HPLY cannot independently verify every assertion.

7. Use Reports Responsibly

Reports should identify a genuine concern and provide information reasonably relevant to HPLY’s evaluation.

Do not use reporting systems as a weapon in personal, commercial, ideological, or organizational disputes.

Good-faith mistakes do not necessarily constitute reporting abuse.

8. Consider Context

Words, images, or conduct may have different meanings depending on context.

HPLY may consider whether content is journalistic, documentary, educational, satirical, artistic, historical, advocacy-oriented, counterspeech, or otherwise in the public interest.

Context does not excuse conduct that creates a sufficiently serious legal, safety, privacy, security, or platform-integrity risk.

9. AI and Synthetic Content

Users may use AI and other creative tools where otherwise permitted.

Do not use those tools to materially deceive, impersonate, defraud, manipulate reviews, fabricate harmful evidence, or engage in other prohibited conduct.

Where disclosure is required by law or reasonably necessary to prevent material deception, appropriate disclosure may be required.

10. Community Safety

Users should avoid conduct that creates unnecessary risks to other people, particularly minors, vulnerable persons, and persons targeted by threats, exploitation, fraud, or abuse.

HPLY may take protective action based on credible safety concerns even when available information is incomplete, subject to applicable law and HPLY’s contractual obligations.

PART 3 — REPORTING, MODERATION, ENFORCEMENT, APPEALS, AND COMMUNITY SAFETY

1. Reporting

Users may report content, conduct, accounts, or Organization Profile information that they reasonably believe violates these Guidelines or another applicable HPLY policy.

Reports may be submitted through reporting tools made available through the Services or by contacting HPLY where appropriate.

A report does not guarantee removal, restriction, suspension, or another particular outcome.

2. Information HPLY May Consider

HPLY may consider information contained in a report, the reported content or conduct, relevant account information, available context, prior activity, documentation voluntarily provided by relevant parties, applicable law, platform records, and other information reasonably relevant to an administrative moderation decision.

HPLY is not a court and does not undertake to adjudicate private legal disputes or conclusively determine disputed facts merely by reviewing a report.

3. Administrative Nature of Moderation Decisions

HPLY’s moderation, labeling, restriction, removal, restoration, warning, suspension, and other enforcement decisions are administrative platform decisions.

They are not judicial determinations, findings of civil or criminal liability, determinations of factual truth for all purposes, or legal adjudications concerning the rights of the parties.

A moderation decision may reflect platform safety, policy, risk, contractual, operational, or legal considerations without establishing that a person committed unlawful conduct.

4. Enforcement Factors

HPLY may consider factors including:

(a) the nature and severity of the conduct;

(b) actual or potential harm;

(c) intent and apparent purpose;

(d) frequency or repetition;

(e) prior violations or warnings;

(f) vulnerability of affected persons;

(g) fraud, security, privacy, or safety risks;

(h) public-interest context;

(i) journalistic, documentary, educational, satirical, advocacy, historical, or counterspeech context;

(j) remediation or cooperation;

(k) applicable contractual obligations;

(l) legal or regulatory requirements; and

(m) other circumstances reasonably relevant to platform safety and integrity.

No single factor necessarily determines the outcome.

5. Interim Protective Measures

HPLY may take temporary protective measures while evaluating a credible safety, security, fraud, legal, or policy concern.

Such measures may include limiting functionality, restricting visibility, preserving relevant information, temporarily limiting account access, restricting communications, or suspending Donation functionality, subject to the HPLY Nonprofit Organization Participation Agreement where applicable.

Emergency or interim action does not constitute a final determination concerning the underlying allegation.

HPLY may modify or remove interim measures as circumstances develop.

6. Content Actions

Depending on the circumstances, HPLY may:

(a) take no action;

(b) provide information or education;

(c) apply a warning or notice;

(d) add context or a label;

(e) reduce or restrict visibility where permitted;

(f) restrict a feature;

(g) remove content;

(h) preserve content or records where appropriate;

(i) restore content;

(j) restrict an account; or

(k) take another reasonable action consistent with applicable HPLY agreements and law.

HPLY may use different remedies for different circumstances based on context and risk.

7. Account Actions

HPLY may warn, restrict, suspend, or terminate User accounts where permitted by the HPLY Terms of Service and other applicable agreements.

Account actions may be temporary or permanent depending on severity, history, remediation, risk, and other relevant circumstances.

HPLY may take immediate protective action where reasonably necessary to address credible fraud, security, safety, legal, or abuse concerns.

8. Nonprofit Profile and Organization Remedies

HPLY may review, correct, restrict, annotate, temporarily limit, or remove Organization Profile content as permitted by the HPLY Nonprofit Organization Participation Agreement.

HPLY may also remove Featured placement or other HPLY-selected promotional visibility.

Featured placement, promotional placement, newsletter inclusion, and similar HPLY-selected visibility are discretionary editorial or promotional features. HPLY may select, rotate, organize, promote, or remove Nonprofit Organizations from those features based on charitable categories, themes, campaigns, seasons, causes, editorial considerations, promotional priorities, or other legitimate platform considerations.

Featured or promotional placement does not constitute certification, accreditation, endorsement, a guarantee of quality, or a representation that a Nonprofit Organization is superior to another participating Nonprofit Organization.

Any restriction, suspension, deactivation, or termination of a participating Nonprofit Organization or its participation in HPLY remains governed by the HPLY Nonprofit Organization Participation Agreement.

An administrative notice displayed in connection with an Organization Profile may describe HPLY’s review status or administrative action but will not characterize a disputed allegation as established fact unless HPLY has a reasonable basis to do so.

9. Differential Enforcement Based on Context and Risk

HPLY may apply different moderation or enforcement responses to superficially similar content or conduct where differences in context, severity, intent, history, vulnerability, public-interest value, likelihood of harm, or legal obligations reasonably justify different treatment.

This discretion does not require HPLY to tolerate conduct that violates applicable law or contractual obligations.

10. Content Labels

HPLY may label content as sensitive, edited, synthetic, outdated, under review, or subject to another material qualification when a label better serves the community than removal.

A label is an administrative platform measure and does not necessarily constitute a finding that the labeled content is false, unlawful, or misleading.

HPLY may modify or remove labels as circumstances change.

11. Appeals

Where HPLY provides an appeal mechanism for a moderation or enforcement decision, an eligible User may request reconsideration through the available process.

An appeal should identify the decision being challenged and provide relevant information supporting reconsideration.

HPLY may consider information available at the time of the original decision as well as new information submitted on appeal.

Where reasonably practicable, an appeal may be reviewed by a person not primarily responsible for the initial decision.

HPLY may affirm, modify, reverse, or otherwise resolve an appealed decision.

An appeal under these Guidelines does not replace a statutory DMCA counter-notification, legal process, contractual dispute procedure, or another specialized process governed by applicable law or a more specific HPLY agreement.

12. Restoration and Reinstatement

HPLY may restore content, functionality, or account access where HPLY determines that restoration is appropriate.

Restoration does not establish that the original restriction was wrongful or that the underlying conduct was lawful.

Reinstatement is not guaranteed and may require correction, apology, verification, training, security improvements, changes to account or administrative access, monitoring, or other reasonable safeguards.

Nonprofit Organization reinstatement and participation remain subject to the HPLY Nonprofit Organization Participation Agreement.

13. Emergency Safety Measures

HPLY may take immediate protective action when HPLY reasonably believes there is a credible threat to safety, security, platform integrity, or another legally protected interest.

HPLY may preserve relevant information, restrict access, contact affected persons, or communicate with law enforcement, emergency services, child-safety organizations, regulators, or other appropriate entities where permitted or required by law.

Nothing in this Section creates a duty to monitor for emergencies or guarantees that HPLY will identify or prevent harmful conduct.

14. Reporter Confidentiality

HPLY may limit disclosure of a reporter’s identity or information where reasonably appropriate for privacy, safety, anti-retaliation, legal, or platform-integrity reasons.

HPLY does not guarantee absolute confidentiality.

Information may be disclosed where required by law, necessary to investigate or respond to a matter, reasonably necessary to protect rights or safety, or otherwise permitted under the HPLY Privacy Policy and applicable law.

15. Anti-Retaliation

Users must not retaliate against another person for making a good-faith report, participating in a moderation process, exercising a legal right, communicating with a regulator or law-enforcement authority, or otherwise engaging in protected activity.

This prohibition does not prevent good-faith criticism, lawful dispute resolution, legitimate legal action, or responses to demonstrably abusive reporting.

16. Moderation Records and Privacy

HPLY may maintain moderation, enforcement, report, appeal, and safety-related records as reasonably necessary in accordance with the HPLY Privacy Policy and applicable law.

These Guidelines do not establish an independent retention period for moderation records.

HPLY may preserve information where required by law, legal process, security needs, fraud prevention, dispute resolution, or other purposes permitted under the HPLY Privacy Policy.

17. No Duty to Monitor

HPLY may moderate, review, investigate, label, restrict, or remove content or conduct, but HPLY does not undertake a general duty to monitor all Users, content, communications, transactions, or activity except to the extent applicable law expressly requires otherwise.

The availability of reporting, moderation, automated detection, review, or enforcement tools does not create a guarantee that HPLY will identify, prevent, investigate, or remove every violation.

Users remain responsible for their own conduct and for complying with applicable law and HPLY agreements.

18. Policy Education and Community Improvement

HPLY may provide educational information, warnings, prompts, contextual notices, or other materials intended to help Users understand community expectations.

HPLY may update product design, prompts, upload controls, accessibility features, reporting tools, and moderation systems based on recurring issues.

Such measures do not guarantee that violations will not occur or that HPLY will detect every harmful or prohibited activity.

19. Failure to Enforce Is Not a Waiver

HPLY’s failure to enforce these Guidelines in a particular circumstance does not waive HPLY’s right to enforce them in another circumstance.

A decision not to act on one report, account, item of content, or incident does not require HPLY to reach the same decision in a later matter.

HPLY may change an administrative decision where new information, changed circumstances, legal requirements, or other relevant considerations justify doing so.
